6. Conclusions

The poverty issue is perceived as a new challenge to the Chinese government. It is not only an economic issue, but also involves social and political questions. Since 1986, the Chinese government has been making great efforts, financial and technical, to assist the officially-defined poor areas. The major policy change which occurred in the 1980s was to encourage commercialization in order to build the ability of the poor to climb out of poverty. The projects and programs for poverty alleviation undertaken have had a great effect on the poor areas. However, there are still some obstacles to commercialization and food security. Improving rural infrastructure and promoting adoption of modern technology in the poor areas are the crucial measures for the government to consider.
